The city has issued a Request for Proposals (RFP) to develop two City-owned sites in Hudson Yards.
The RFP seeks proposals for two mixed-use, affordable housing developments in the busy neighborhood.
The sites, currently under the jurisdiction of the Metropolitan Transportation Authority (MTA) and the New York City Department of Environmental Protection (DEP), are part of the City’s Western Rail Yard plan, today known as Hudson Yards, and were identified for future affordable housing to support the future growth of the city as a place for residents of all economic levels.
Proposals must provide affordable housing for a mix of incomes and comply with the provisions of the Western Rail Yard Rezoning Points of Agreement.
“Deploying public sites for affordable housing development is a critical component of Housing New York 2.0 and our efforts to secure greater affordability across all our neighborhoods,” said HPD Commissioner Maria Torres-Springer.
“Through this RFP, we are making good on the promise of the Hudson Yards development plan and looking to generate dynamic proposals that will add to the fabric of the neighborhood and respond to the needs and priorities of the community. I thank the many local elected officials for their support as well as my colleagues at MTA and DEP for their partnership in creating much-needed affordable housing opportunities for our city’s residents.”
The development area offers a combined total of 43,000 s/f across two distinct sites.
The Ninth Avenue Site, known as “Site A” or “the MTA Site,” is located at the intersection of Ninth Avenue and 54th Street. The Tenth Avenue Site, known as “Site B” or “the DEP Site”, is located on the western side of Tenth Avenue between 48th and 49th Streets. Respondents to the RFP must submit development plans for both sites, which will be developed into 100 percent affordable housing.
Ninth Avenue site: located at 806 Ninth Avenue, the development site is city-owned land leased to the New York City Transportation Authority (NYCT). The development site size is approximately 21,500 s/f and is currently a parking lot for the adjacent NYCT facility.
Proposals to develop affordable housing must be for a mixed-use building that includes ground floor retail as well as 30,000 s/f of office space and below-grade parking for the NYCT.
Tenth Avenue site: located at 705 Tenth Avenue, the development site is approximately 22,220 square feet. The site is currently vacant and includes a rail cut for the Amtrak Empire Line. Proposals to develop affordable housing on this site must include a public restroom. An open space will be developed by the NYC Parks adjacent to the site.
